A Youth Driven Approach to Policy on Aging Out of Care

Growing an understanding of emerging adulthood is leading decision makers to rethink policies related to aging out of the child welfare system. The Family First Prevention Services Act reflects this by expanding eligibility for services to age 23, and eligibility for Education and Training Vouchers to age 26. This presentation will focus on how policies related to aging out can reflect our best understanding of the needs of young adults. It will include an overview of research on emerging adulthood, as well as lessons learned from partnering with the Statewide Youth Advisory Board to DCFS to develop policy priorities on aging out. The presentation will also touch on the perspectives of young adults from the Statewide Youth Advisory Board about preparing to transition out of care in the current moment of crisis.
